What changed for Texas LTC applicants
Getting a Texas License to Carry (LTC) is now simpler than ever. Two big changes arrived in the fall of 2026, and most online guides have not caught up yet.
1. Texas DPS launched RSD Connect. On October 1, 2026, the Texas Department of Public Safety replaced its old handgun licensing website with a new platform called RSD Connect. You now use RSD Connect to apply for a new LTC, renew an existing license, and check your application status.
2. LTC-104 certificates are gone. Texas DPS no longer issues class completion certificates (LTC-104s). You do not have to keep track of a certificate or upload one with your application. Once you pass your course, your instructor records your completion with DPS. When you apply, DPS already knows you finished the training.
